David Cameron
Uncertainty over the legal position on occupation

9 January 2024 · Foreign Affairs Committee, questions 601–607

Role at the time: Conservative Foreign Secretary.

Recorded excerpt

I don’t know the precise legal definition of that

The exchange and context

Asked to confirm the UK’s legal position on Gaza’s occupation, Cameron initially said he needed to check. In the same exchange he subsequently described Gaza as occupied in practice and said Israel had responsibilities to get aid through, while distinguishing his moral and political point from a legal definition.

What this records

The initial uncertainty is on the record. So is the later answer within that same questioning. The exchange does not show that he denied all Israeli responsibilities or that the government had no legal position.
