The short response
A civilian population cannot be punished for acts its members did not personally commit. An election result does not justify collective punishment.
The evidence
Article 33 of the Fourth Geneva Convention prohibits collective penalties and punishment of a protected person for someone else’s offence. Alleged responsibility must be assessed individually, rather than assigned to a whole population.
Why the argument does not follow
This replaces individual responsibility with collective guilt.
