The difference between stopping new approvals and old deliveries

Officials at the relevant dates

Guido Crosetto, defence minister, and Antonio Tajani, foreign minister, in Giorgia Meloni’s government during the 2023–2024 policy period. [S114]

Deliveries continued under earlier contracts

Crosetto told parliament in March 2024 that exports under previously signed orders continued after the announced block, with checks intended to prevent use against civilians in Gaza. [S114]

The exception matters

A restriction on new approvals does not establish an end to all deliveries. The accountability question concerns which earlier permissions remained, what was delivered and how the stated checks were verified.

What ministers could examine

Reassess remaining authorisations and deliveries against new risk information, disclose their scope and require meaningful end-use safeguards. This does not establish that every delivery was unlawful.
