Viktor Orbán, prime minister, during the April 2025 visit and withdrawal announcement. [S111, S112]
The visit and withdrawal announcement
Netanyahu visited Budapest in April 2025 despite the ICC warrant. Hungary rejected arrest and announced withdrawal from the Court. Withdrawal was not immediately effective. [S111]
A judicial finding about the state
On 24 July 2025 the ICC found Hungary had failed to cooperate with its arrest request and referred the matter to the Assembly of States Parties. This is a finding about cooperation, distinct from a criminal verdict against Orbán. [S112]
Documented obstruction
Hungary did not merely decline to criticise Israel: it hosted the person sought by the Court without executing the request, and the Court formally recorded non-cooperation.
What was available
Execute the cooperation request or pursue objections through the Court’s processes while respecting applicable obligations. A withdrawal announcement did not itself remove existing duties.
